Polyacrylic acid is a weak anionic polyelectrolyte, whose degree of ionisation is dependent on solution pH. In its non-ionised form at low pHs, PAA may associate with various non-ionic polymers (such as polyethylene oxide, poly-N-vinyl pyrrolidone, polyacrylamide, and some cellulose ethers) and form hydrogen-bonded interpolymer complexes . 20201227· Polycrylic is a lot less hazardous than polyurethane. Polyurethane has high VOCs, which can affect the lungs. This means when working with polyurethanes, you will need to wear protective gear and a mask. Also, polyurethane while still wet is extremely flammable and needs to be stored safely.
202056· Acrylates are the esters, salts and conjugate bases of acrylic acid with its derivatives. 2011913· Polyolefin fibers are hydrophobic, and the molecular chains within the fiber are tightly packed. Therefore it is extremely difficult to dye polyolefin fibers or to increase their affinity to dyes. Colored inorganic salts or stable organometallic pigments have been added to the polymer melt prior to fiber spinning to color the fibers.

In a word, no. Acrylic and polyester are not the same. While the two fabrics are man-made, they have different sources and different properties. One of those differences is that acrylic is made from a different set of monomers and polymers which degrade a lot easier than the polymers used to make polyester.
Polycrylic dries clear, but polyurethane (especially oil based poly) dries with a slight yellow tint. Since polyurethane is more durable and holds up better to sun and water, only use it when working with outdoor surfaces. Polyurethane contains VOC toxins that are very dangerous, whereas polycrylic is far safer.
